OBJECTIVE

The objective of the 1004 Program is to support research programs with scientific quality and high commercialization potential, conducted domestically in priority areas identified within the scope of national goals and policies. These programs aim to specialize and become centers of excellence through collaboration with R&D/Design centers and public R&D units, enhancing the research infrastructures of higher education institutions.

DEFINITIONS

Research Infrastructure: Application and research centers within higher education institutions established and approved by the Council of Higher Education (YÖK).

Research Program Management Organization (APYÖK): Research universities and centers qualified under Law No. 6550.

Research Program Executing Organization (APYK): The organization responsible for executing at least one project, part of the research program execution group, which refers to a research infrastructure, R&D center, or public R&D unit.

WHO CAN APPLY?

The pre-application to the call published by TÜBİTAK can be made by research universities determined by YÖK and research infrastructures qualified under Law No. 6550, acting as the APYÖK. The research programs to be submitted must include a collaboration platform composed of at least two R&D/Design centers (approved under Law No. 5746) and at least two research infrastructures or public R&D units.

Universities involved in the applications are expected to have research infrastructures compatible with the topic of the application.

RESEARCH PROGRAM DURATION

The duration may be a maximum of 48 months.

RESEARCH PROGRAM SUPPORT BUDGET SCOPE

The maximum support amount may be specified in the call document. Applications aimed solely at infrastructure development, such as machinery-equipment, laboratory setup, and building construction, will not be supported. Supported expenditure items include the purchase of instruments, machinery, equipment, software, publications, consumables, consultancy and service procurement, travel, personnel, scholarships, and dissemination and publication costs for project outputs and results.

RESEARCH PROGRAM SCOPE

Phase I: Activities to establish the research program (collaboration between APYÖK and APYKs) are supported. As a result of these activities, the collaboration is expected to present a strategic research program, along with a technology acquisition roadmap containing key steps for the use of the developed technology and the management model of the collaboration platform.

Phase II: R&D and innovation activities to be carried out in line with the technology acquisition roadmap are supported. The R&D and innovation activities in the research program are expected to be in high-tech areas, with a Technology Readiness Level (TRL) between 3 and 6.
