2- APPLICATION CONDITIONS
- On the condition that they are senior students at high schools or graduates, the applications of the applicants who;
1) Hold foreign nationality, (provided that they have not studied in or graduated from upper secondary (high school) institutions in Türkiye (excluding those studying at embassy schools, international private educational institutions listed in the MOBİS system, and foreign nationals who have come to Türkiye within the scope of projects carried out by the Ministry of National Education and the Council of Higher Education);
2) Were Turkish citizens by birth but later lost Turkish citizenship by obtaining permission to renounce it from the Ministry of Interior, or certify that they hold a Blue Card issued upon request to persons who have lost Turkish citizenship (provided that they have not studied in or graduated from upper secondary (high school) institutions in Türkiye (candidates applying under international student admission quotas are advised to review Article 7 of the Turkish Citizenship Law No. 5901);
3) Acquired Turkish citizenship subsequently while originally being foreign nationals or hold dual nationality in this status (provided that they have not studied in or graduated from upper secondary (high school) institutions in Türkiye);
4) Turkish citizens who have completed their entire high school education in a foreign country excluding TRNC high schools (including Turkish high schools established by the Ministry of National Education of Türkiye in a foreign country.)
5) Those who have a TRNC citizenship, reside in the TRNC, have completed their secondary education in the TRNC and hold GCE AL exam scores, and those registered and educated in high schools in other countries between 2005 and 2010 and hold, or will hold, GCE AL exam scores; or, have a TRNC citizenship, having completed their entirety of their high school education and having attained a TR-YÖS score.

- ) The following candidates cannot apply as per the scope of international student admission quotas:
1)Turkish citizens who have completed their entire of secondary education (high school) in Türkiye or the TRNC,
2)Citizens of the TRNC (excluding those who have completed their entire secondary education in TRNC high schools and hold GCE AL exam scores, and those registered and trained in high schools in other countries between 2005-2010 and hold, or will hold, GCE AL exam scores; or, have a TRNC citizenship, having completed their entirety of their high school education and having attained a TR-YÖS score)
3)Dual citizens who hold a TR citizenship by birth as defined in paragraph (a) item (2) above (excluding those who meet the provisions under paragraph (a) item (4) of the same article),
4)Dual citizens who hold a TRNC citizenship (excluding those who have completed their entire secondary education in TRNC high schools and hold GCE AL exam scores, and those registered and trained in high schools in other countries between 2005-2010 and hold, or will hold, GCE AL exam scores; or, have a TRNC citizenship, having completed their entirety of their high school education and having attained a TR-YÖS score)
5)TR citizens who have received education in high schools in any embassy or foreign high schools in Türkiye, or dual citizens whose nationality by birth is TR within the scope of paragraph (a) item (2),
6)a) TRNC citizens and those who have renounced Turkish citizenship/blue card holders and those receiving secondary education (high school) or having graduated from any secondary educational institution in Türkiye or TRNC.
b) Foreign nationals receiving their secondary education (high school) or having graduated from any secondary educational institution in Türkiye (excluding foreign nationals who are students in embassy schools and international private education institutions listed in the MOBIS system, and those who come to Türkiye within the framework of the project implemented by the Ministry of National Education).
ATTENTION;
1-Since it is essential to be educated in the relevant country during high school education, those who have graduated from the Open Education High School abroad program affiliated with the Ministry of National Education by documenting that they have been in the relevant country for the years corresponding to the high school education will also be able to apply for student admission quotas from abroad.
2-The decision taken at the General Assembly meeting of the Council of Higher Education (YÖK) on November 21, 2024, regarding the continuation of the practice of accepting applications from candidates from Balkan countries who have completed/graduated from high schools in Türkiye to the international student admission quotas of various universities, refers to candidates from Balkan countries who have completed/graduated from high schools in Türkiye.
In addition to those who are citizens of Balkan countries, those residing in Türkiye;
-Dual nationals who hold Turkish citizenship and also citizenship of one of the Balkan countries,
-Those who lose their Turkish citizenship by obtaining permission from the Ministry of Interior to renounce their Turkish citizenship,
-Applications for international student quotas from individuals who have lost their Turkish citizenship and can document that they hold a blue card (issued upon request) have been deemed ineligible.

In the applications, the applicants' own declarations regarding whether they meet the application requirements will be taken into consideration. Even if those who do not meet the application requirements and make an incorrect statement have started it, they will not have a right to continue their education. If students are found to have failed to comply with the application requirements or have applied with incorrect information after registration, they are dismissed from the university.
