Unit Academic Incentive Application and Review Commission

In accordance with the 5th and 6th Articles of the Academic Incentive Grant Regulation published in the Official Gazette dated 27 June 2018 and numbered 30461, a unit academic incentive application and examination committee, consisting of at least three members of our faculty is established within the heads of sections and department to determine the detailed characteristics of the activities to be taken as basis in the calculation of academic incentive scores according to the characteristics of the fields of science and the titles of the lecturers, for the implementation of the academic incentive allowance to be made to the lecturers in the staff of state higher education institutions, the weights of each academic activity type in the calculation of the total score, not to exceed 30% of the total academic incentive score, the procedures and principles regarding the calculation of the academic incentive score, the formation of the Commission that will make these calculations and other issues. Our Faculty Executive Board selected committee members with high academic incentive scores by the faculty members for two years. They have the following responsibilities;

  1. To fulfill the duties assigned to it in this Regulation, a unit academic incentive application and examination commission consisting of at least three members is established under the presidencies of each section, department, or branch of art. The unit academic incentive application and review commission is chaired by the head of the relevant section, department, or branch of art. Committee members are selected among the faculty members with high academic incentive scores by the related Executive Board. In case of insufficient lecturers within the section, department, or branch of art, lecturers from nearby fields are assigned to this Commission. Committee members are selected for two years. A member whose term has expired can be reelected. If the membership becomes vacant for any reason, a new member is elected in the same way to complete the remaining term.
  2. The unit academic incentive application and examination commission convenes with the absolute majority of the total number of members, including the chairman. It takes decisions with the absolute majority of the attendees. In case the votes are equal, the decision is deemed to have been taken by the vote of the chairman of the Commission. Members cannot abstain.
  3. The unit academic incentive application and review committee is responsible for evaluating the activities under the provisions of this Regulation. It is authorized to eliminate the hesitations in the documentation of the activities and their classification within the activity types.
  4. If there are sufficient lecturers, the members of the unit academic incentive application and review commission are not appointed as members of the academic incentive regulation, inspection, and objection Commission at the same time. 

 

           Academic Incentive Application and Evaluation Process

  1. Faculty members submit their academic incentive applications to the relevant unit academic incentive application and examination commission of the higher education institution where they are employed within the scope of the published application calendar, together with the output from YÖKSİS, as well as samples, evidence, and documents related to academic activities by the announced procedure. The unit academic incentive application and review commission may request additional explanations, information, and documents from the applicants regarding their academic activities when deemed necessary at any evaluation stage. Applicants are responsible for fulfilling these demands. Applications made by faculty members are reviewed by the unit academic incentive application and review commission.
  2. In case of a change in higher education institutions, the YÖKSİS output will show in which institution each activity was carried out. The evaluation of academic activities in different institutions is made in the higher education institution where the lecturer is located.
  3. Applicants are obliged to apply to the appropriate unit academic incentive application and examination commission for their activities in their fields. The unit academic incentive application and review commission first decides whether the applicant's activities are suitable for review. Applications that are not deemed appropriate are forwarded to the Commission for consideration, with justifications.
  4. Unit academic incentive application and review commission examines the applications. It sends it to the Commission by the schedule announced, approved by the head of departments in departments affiliated to the rectorate, the dean of faculties, and the director in other units, with a signed report on the evaluation of the applications and the score table in its annex. In the evaluation report prepared by the unit academic incentive application and review commission, it is obligatory to explain the academic activities that are rejected or the point value is changed.
  5. The Commission examines the applications and evaluation decisions sent by the unit academic incentive application and examination commission. The Commission can request additional documents and information from the applicants when it deems necessary and/or changes the decisions coming from the units. The Commission signs the minutes of the decision, the evaluation report on the applications, and the score table in its annex and announces its final decisions to the relevant researchers in writing or electronically. In the evaluation report prepared by the Commission, it is obligatory to explain the academic activities that are rejected or the point value is changed.
  6. A written objection may be lodged against the Commission's decisions within five working days from the date of the announcement. The Commission decides on objections within five working days at the latest, following the expiry of the objection period. The decisions made by the Commission are final.
  7. The activities carried out during the assignment period by the lecturers assigned to foundation higher education institutions from state higher education institutions are not considered in the calculation of academic incentive points. In calculating the academic incentive points of the teaching staff who transfer from foundation higher education institutions or another institution to the positions of State higher education institutions, only the activities they perform in the State higher education institutions are taken as a basis.
  8. Lecturers out of the institution due to assignments apply to the units in the institutions where they hold their positions, which are suitable for their expertise.
  9. Foreign academic staff cannot benefit from the academic incentive allowance.
